Rumsfeld: Bush OKs troop cuts in Iraq

So how is this not "cutting and running"? We're reducing our "footprint" and leaving without having the job done. Better yet, we're declaring voctory (again) and leaving. This is very smart and Nixonian of them. too bad JK didn't have a "secret plan" himself.
