My thing with CTA in general is the lack of emphasis on "blocking and tackling" the basics of transit. Make sure the trains show up on time and get passengers to their destinations safely and on-time. There has got to be a way to eliminate bunching buses and train traffic in the Loop. I'm sure that some smart kid could come up with a model on how to get out those two problems. Additionally they should keep the cars clean and have more officers out in the open. One more thing is that in order to encourage this, make sure you tell Congress that you want federal dollars to help operations costs not just capital costs.
