Although I fully admit that I have personal interest in this, I'm not sure what the Shakman decree has done to improve the City. Are services better? The person making out on the decree are lawyers. Noelle Gaffney makes megabucks on the City through the decree.
Most private corporations can hire and fire most of their management and professional staff while the City cannot. Trying to manage people without those sticks and carrots is difficult. It's like fighting with both hands tied behind your back.
